Prof. Dr. Juana Morcillo Moreno
Professor and Director of the Equality Unit, University of Castilla-La Mancha
Juana Morcillo Moreno holds a Law degree from UCLM with an Extraordinary Award for her undergraduate degree. She holds a PhD in Law from UCLM and a Diploma in Public Law from the European Public Law Center.
She is currently an Associate Professor of Administrative Law at the Faculty of Law in Albacete.
She has conducted research stays in Oxford (1998), Rome (1997 and 2017), Cosenza (2005 and 2006), Bologna (2013), and Rome (2017). She has also been a Visiting Professor at the universities of Warsaw (Poland), Calabria (Cosenza, Italy), Bayreuth (Germany), and Pretoria (South Africa).
In terms of professional experience, she served as a substitute judge for the judicial districts of Albacete and the province from 2002 to 2009.
Regarding university management, she was the Academic Director of the Vice-Rectorate for Students and Social Responsibility at UCLM in 2019 and 2020, as well as the Director of its Equality Unit, where she chaired the Negotiating Commission for the first Equality Plan of the institution. Since 2013, she has organized several summer courses focused on disability. She has also been the director of the research group Discapublic (Disability and Public Policies) since its creation in 2017. In 2018, she participated as a legal expert in the "Full Inclusion Program for the Prevention of Crime, Violence, and Discrimination against People with Intellectual or Developmental Disabilities," aimed at preventing discrimination against people with intellectual or developmental disabilities in accessing justice through the sensitization and empowerment of key actors, in line with the implementation of the Convention on the Rights of Persons with Disabilities. She is also the director of the program “Incluye e Inserta UCLM” (www.incluyeeinsertauclm.es), which is part of the Unidiversidad programs co-financed by the European Social Fund and the ONCE Foundation. In 2018, this program received the “Reconocidos” award from the Social Council of UCLM. She has been part of the Technical Sub-Commission for the Social Inclusion Seal aimed at universities within the Technical Commission for International Quality Seals of ANECA.
Her research focuses on the following topics: disability, electronic administration, administrative justice, regional law, administrative procedures, and sources of European law.
